Election commission refused to seal ballot boxes for early voting in Brest

On September 19, Sayrhei Vakulenka, an authorised representative of candidate Zmitser Shymanski, sent a proposal on sealing boxes, that will allow to avoid rigging during early voting, to the district election commission of Brest Central constituency #2.
S. Vakulenka offered to seal the outer part of boxes for early voting with control tape, which must cover a fastener, fixing bottom of the box to the sides. This offer is explained by the fact that the bottom of a box is fixed to the sides with fasteners, which are easily twisted off and any number of ballots is easily replaced.
Today, bBallot boxes for early voting are sealed only at the site where a box is shut. There are no conditions to secure safety of a ballot box.
According to S. Vakulenka, head of the district election commission M. Kolbik, learnt his offer on introducing a new scheme of sealing boxes for early voting and said she wouldn’t seal boxes in this way, the campaign “Human Rights Activists for Free Election” reports.
