Scandal: "Election" in Mahilyou hled before its official beginning

The regional election commission was formed by Mahilyou officials back in 2009.
For many years it is known that th results of the elections in Belarus are decided on beforehands and are known to a certin circle of people in power. It is also not a secret that preparation for elections is finished before the start of the election campaign. But as noted by "Huan rights activists for free elections", it is for the first time such facts are announced officially.
The paradox is the following. On December 28, 2009 the official website of Mahilyou regional executive committee posted a report: "58 electoral precincts for electing deputies of Mahilyou regional Council of deputies of the 26th convocation have been created in the region." The report also indicated that "the head of the Chief Statistic department of Mahilyou region Valery Berastau was elected chairman of the election commission, deputy chairman of the commission - associate professor of Mahilyou state university of food-stuffs Uladzimir Belanohau." It was informed by the secretary of Mahilyou regional election commission Liudmila Makaranka.
One cannot understand that at once, or maybe cannot believe these words. Only a month after, on January 18, 2010 Alyaksandr Lukashenka issued a decreee about holding the election, and the Central Commission is to approve and publish the Schedule of organising events related to hte electoins. It is stated in black and white there that nominatrion of representatives of regional and territorial commissions is carried out before January 26, then commissions are to be formed for three days, and for the next three days they are to form electoral constituencies. And all that was to happen in 2010!
It is a paradox, but Maholyou authorities which organised elections according to theor own schedule, betrayed themselves by posting at their website the information they were to conceal for a month, and then publish for the voters. Then everything would happen smoothly, but for some reason a failure took place, was it a stupitity or lack of professionalism, or simply negligence.
Mahilyou human rights activists asked for explanations from Mahilyou regional commission. And they recieved an amazing answer signed by the deputy chairman of the regional commission.
He informed that "Mahilyou regional election commission was formed in accordance with a due procedure on DECEMBER 27, 2010. The report about that, and about the first organising meeting of the commission was posted at the website of Mahilyou regional executive committee on DECEMBER 28, 2010".
It turns out that the commission was created in December, which is jet to come in 9 months.
It means that the election to Mahilyou regional Council should be cancelled, and the election campaign is to be started from the beggining, and not according to understanding of Mahilyou members of the vertical of power, but under the law.
