Ukrainian Resistance In Occupied Territories Upsets Russian Federation's Plans

Partisans are not allowing to establish control over Ukrainian territory.
Analysts suggest that pro-Ukrainian activity in the temporarily occupied territories hinders efforts of Russia to annex and establish full-scale administrative control.
The US Institute for the Study of War (ISW) has written about this.
According to the collected data, the Institute suggests that pro-Ukrainian actions are likely to continue to obstruct Russia's efforts to consolidate full-scale administrative control over the occupied territories and plans for annexation."
US President Joe Biden has promised to provide military aid worth $1 billion, including coastal defence weapons, advanced missile systems, artillery and ammunition to support Ukrainian operations. NATO members announced that they would continue to provide heavy weapons and long-range systems to Ukraine.
According to ISW experts, "this round of military assistance will be invaluable to support Ukrainian operations against Russian forces in eastern Ukraine, although Ukraine will need further ongoing support".
At the same time, analysts suggest that Russian troops may conduct "false-flag" attacks around Donetsk to curb pro-Ukrainian sentiment.
Russian troops have also reportedly continued ground assaults in and around Severodonetsk, but as of June 15, they had not yet seized the Azot industrial plant or taken full control of the town.
