New Currency Rules, Taxes And Loan Rates: November 1 Upcoming Change In Belarus

In the last month of autumn, millions of Belarusians should not forget about a single property payment: if you miss the deadline, you will also have to pay a fine. As usual, from November 1, the budget for the subsistence minimum, on which children's benefits and some pensions depend, is being revised. And they will also begin to regulate tariffs for consultations in private medical centers.

Don't forget to pay your taxes by November 15th
The tax service began sending out notices about a single property payment back in August, urging to pay taxes as soon as possible. One notice now indicates the amounts of three property taxes: land, real estate and transport.
Reminders were sent to the postal address of each payer and additionally online to those who have a personal account of the payer on the website of the Ministry of Emergency Situations.
You can pay taxes in any convenient way: through the "Payer's Personal Account" service, through the use of the automated information system of Single Settlement and Information Space (SSIS), in banks or post offices — the main thing is not to miss the date of November 15, before which you have to pay the entire amount.
If you have not received the notification or have lost it, you can register the personal account of the payer on the website of the Ministry of Emergency Situations and receive the notification there. In addition, you can ask for a copy of the notice in the tax office.
You can check the invoiced payment in the SSIS in the following way: Payments and transfers > System "Calculation" (SSIS) > Taxes > City or region/district (locality at the place of registration of an individual) > Board of Estimate and Taxation for the district or the department for work with payers of the Board of Estimate and Taxation for the district (tax authority at the place of registration of an individual) > Unified property payment > Fill in the payer's registration number. Your payer's registration number can be found on the Ministry of Emergency Situations website using the electronic service "Information from the State Register of Payers."
New in fee-for-service medicine
The Ministry of Health will begin to regulate tariffs for medical consultations. From November 1, appointments (consultations) with specialist doctors will be added to the list of paid medical services, the tariffs for which are regulated.
Recall that this list also includes dental services, diagnostic (laboratory, radiation, ultrasound, functional and endoscopic diagnostics), medical examination for drivers.
Revise benefits and some pensions
From November 1, new living wage budgets should be established. Now the budgets should be established per capita averages 433 rubles.
Recall that the budgets should be establishedis tied to the size of children's benefits, age-related supplements to pensions, care allowances and social pensions.
Yay, big weekend
Last this year, but no less beautiful four days of rest in a row. Mark the dates from November 7 to 10 in the calendar — these days will be weekends in Belarus.
However, one of the weekends, November 8 (Friday) will have to work on the 16th (Saturday).
Further to the New Year, we work with only one weekend on a weekday: Catholic Christmas (December 25) falls on Wednesday.
Big weekends can wait for us in the first week of January, but everything is still foggy there: January 1 and 2 are declared in the country as an after-hours weekend; then a working day on Friday, January 3; January 4 and 5 are Saturdays and Sundays; then a working Monday before the weekend on January 7. If there were transfers, Belarusians would be able to relax for a whole week.
Taxi driver rules are changing
From November 1, carriers that are not in the Register of Road Transportation of Irregular Passengers will not be able to work legally.
The register will include information about carriers, vehicles (buses, cars, taxis), drivers, traffic dispatchers in irregular traffic, taxi dispatchers. Until October 31, inclusion in the register will still be free of charge.
Forecasts of changes from November 1 are different. Yandex Go suggested that up to 70% of drivers working with the service will not be able to meet all the requirements and will lose income: "In absolute terms, this is up to 25.000 drivers who will either go into the shadows and start working "from the board"or leave the profession altogether."
Meanwhile, the Ministry of Transport believes that the new requirements will have a positive impact on the safety of transportation.
"At present [there are] incomprehensible commission contracts, some contracts, and so on, all sorts of contracts that, in fact, reduce the degree of road safety. In this situation, it is unclear who carries us as passengers, whether this carrier, this driver has the right to carry out transportation. These gaps are being eliminated to a certain extent," the ministry commented.
Discounts in trains will be canceled
The "country" discount on commuter trains for pensioners will be valid only until the end of October. It is introduced every year from May 1, it is 50% of the fare on regional economy class trains.
From November 1, you will need to buy the ticket again for the full price.
Changes in currency contracts
In Belarus, the procedure for registering currency agreements is changing. Some changes came into force on October 1, the rest will work from November 19.
Thus, the list of currency transactions, during which it is necessary to register a currency agreement, is supplemented by an operation providing for the fulfillment by a resident of obligations to a non-resident, as well as by a non-resident to a resident on the basis of financing agreements for the assignment of a monetary claim (factoring agreements).
Loan rates do not unfreeze
The fourth month will continue to operate the Calculated Values For Standard Risk, which were approved in August.
For new loans in Belarusian rubles (except for preferential ones), the Calculated Values For Standard Risk for legal entities will be 12.5% per annum, and for individuals, it will be 17.71%.
This means that a massive change in rates in banks is not expected now. With an increase in the Calculated Values For Standard Risk, banks can raise interest rates on loans.
