Three Russian Refineries Partially Shut Down

Three oil refineries in Russia partially stopped operations due to sanctions. The Russians were unable to complete repairs.

As the intelligence service notes, the shutdown of the refineries will have a negative impact on domestic oil refining volumes, the fulfillment of export obligations, worsen the situation with the supply of fuel to the domestic market and increase the costs of maintenance and modernization of enterprises.
The volume of oil refining capacity during the downtime will be 1.8-2 million tons per month.
The Foreign Intelligence Service notes that the reason for the downtime of the refineries is limited access to Western equipment and components as a result of international sanctions and the impossibility of replacing foreign spare parts necessary for maintenance and modernization.
“In fact, the Russian import substitution program has not yielded significant results. Russian equipment manufacturers provide only about 30-45% of the market's needs and only in some components (pumps, compressors, reactors, etc.),” the report says.
According to intelligence, Russia has also failed to replace equipment with Chinese technology.
Ukrainian defenders have carried out dozens of operations against refineries and oil depots in the Russian Federation and in the occupied territories of Ukraine. The defense forces are “hunting” for facilities that supply fuel to the occupation forces.
